Mandatory Ongoing Learning

Mandatory Ongoing Learning has always been important to The Scout Association to keep all its members safe. In POR version Sept 2020, the rules and guidance were enhanced and in places extended.

Many roles have to do Mandatory Ongoing Learning (MOL), in fact, all appointments subject to review. It includes:

  • Safety
  • Safeguarding
  • First Aid (whether at First Response or First Aid certificate level)

All 3 elements need renewing every 3 years. (There is a transition period Sept 20-Sept 21 where the renewal period may be more than 3 years for an individual. The dates are in Compass and were determined to ensure no individual was immediately impacted by the change from 5 years.)

Line managers are responsible for ensuring their team is up-to-date (POR 3.43.i, 4.50.i and 5.40.i).

Individuals are emailed by HQ, 30 days before Safety and Safeguarding renewals are required. Their line manager is emailed by HQ if it goes overdue. If it goes overdue, line managers should use Mutually Agreed Restrictions until the renewal is completed. No volunteer can attend a Nights Away if their Safety or Safeguarding training has expired.

Who needs to renew Safeguarding and Safety? (definitive list here)

  • All leader roles, section assistants, all managers including the supporter manager roles eg ADCs, SAS manager and coordinators, skills instructors, all exec (officers and members), AAC chair and secretary, advisers (Nights away, Training, to exec etc),  assessors, training managers, trainers, safeguarding awareness coordinator.
  • Not required by SAS members, AAC members, Badge secretaries, Camp wardens and administrators (including DESA and CTA), sub-committee members

Who needs to renew First Aid? (definitive list here)

  • Roles that require a Wood-badge. If a volunteer opted to do the training even though it wasn’t required, they can choose to not renew it.


How do they do the renewal training?

Safety and Safeguarding are online modules and can be found on the Learners Hub (scroll to the bottom). If a member of your team cannot use online training or is uncomfortable with it, organise someone to sit with them and take them through. Any problems, please contact your Local Training Manager.

First Aid can be renewed within scouting or externally. If renewing within scouting, see the Training Calendar and search on ’10’. If the volunteer renews externally, ask them to send a photo or scan of their certificate to

How to know your team’s renewal dates

There are two options. You can search online in Compass and read the info on the screen. This works well if its small numbers becoming due. The alternative is to use the Compliance Assistant which gives you an excel report of your whole team, highlighting anything overdue and anything coming up.
